Chief of Party, USAID Mali Monitoring, Evaluation, and Learning (MEL) Platform

Proposal Objective:

The purpose of the Monitoring, Evaluation and Learning (MEL) Platform is to provide technical and advisory services to design and carry out various monitoring, evaluation and learning activities for USAID Mali. This contract will have three major components: 1) USAID Mali monitoring support through a Third-Party Monitoring (TPM) mechanism; 2) Evaluation Services and Surveys; and 3) Collaborating, Learning and Adaptive Management and Communication Services.

The MEL Platform will assist USAID Mali and its partners to generate empirical data and to foster learning and knowledge management through a participatory process to support stronger results and improve evidence-based programming. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID Mali to comply with USAID’s monitoring and evaluation guidance as mandated in the Automated Directives System (ADS), especially in ADS 201.

The principal customers for this MEL Platform contract will be USAID Mali staff, other USG agencies, USAID implementing partners, Malian Government counterparts, and relevant offices in USAID Washington.

Position Description:

SI is seeking a Chief of Party to provide overall strategic vision, technical leadership and management for the USAID Mali MEL Platform. The COP will be responsible for leading the project and supervising project staff, as well as ensuring high quality deliverables and facilitating engagement with USAID and implementing partners. The COP is a full-time position to be based in Bamako for the duration of the five-year project (November 10, 2022 – November 9, 2027).

Responsibilities:

  • Lead and manage the overall Contract. Supervise and lead the team, responsible for overall implementation, results and management.
  • Develop and oversee contract work plans, budgets, and reports based on expected contract outputs and results using an adaptive management approach.
  • Provide overall responsibility for all data collection, monitoring and evaluation, report generation, learning and dissemination activities, and related tasks.
  • Ensure quality control and the overall responsiveness of MEL technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID and working environment in Mali.
  • Identify issues and risks related to contract management in a timely manner and manage the activity’s financial resources in accordance with the budget as well as USAID policies and regulations.
  • Serve as the main point of contact between USAID Mali and Social Impact and reporting to both, on management of the contract and results.
  • Work closely with USAID Mali’s leadership team, the Program Office, technical office directors and team leads, and other Chiefs of Party managing USAID projects/activities.

Qualifications:

  • A master’s degree in social sciences, evaluation sciences, business management or other related discipline.
  • At least 10 years of progressively responsible management experience conducting evaluations and/or assessments, of similar size and scope in developing countries.
  • At least five years of experience leading project management teams.
  • Demonstrated ability to exercise overall quality control, meeting high technical and editorial standards in written products.
  • Thorough technical knowledge of monitoring, evaluation, and performance management, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, and management/dissemination of evaluations.
  • Excellent understanding of USAID contractual and procurement regulations and rules, as well as M&E and learning policies.
  • Exposure to Mali’s development challenges.
  • Experience in non-permissive environments.
  • Demonstrated presentation and client relationship building skills.
  • Strong communication, writing, and interpersonal skills.
  • General professional proficiency in English and French.
