The United Nations Children’s Fund (UNICEF) in Mali, wishes to recruit a candidate for the following position:

Level : GS 6 (General Services of the UN System)

I. PURPOSE OF THE POST
Under the general supervision of the head of Operations and the direct supervision of the Assistant Administrative and Human Resources Officer, the incumbent will provide support in the administration of human resources and related policies and procedures to all categories of staff in the office.
II. MAJOR DUTIES AND RESPONSIBILITIES
· Initiate, review, process and follow-up on actions related to the administration of entitlements in respect of staff members, ensuring all required documentation (dependency allowance, MIP, Pension, education grant, home leave, family visit, etc.) is submitted by staff members. Ensure consistency in the application of UN rules and procedures;
· Advise staff members regarding contractual status, entitlements, administrative procedures, processes, practices. Contribute to the induction and orientation of newly appointed staff by informing them on office structure, conditions of service, duties and responsibilities;
· Maintain Human Resources databases and maintain related statistics and periodic reports on staffing matters. Maintain and update roster for consultants;
· Provide general office support, process, draft, edit, proofread and finalize for signature a variety of correspondence and other documents and communications. Prepare correspondence and forms concerning staff appointments, promotion and separation. Set up and maintain official status files/records (electronic and paper);
· Maintain attendance records, reply to application letters and requests for internships. Requests the issuance of UNLPs for staff members and ensure their timely renewal. Issue ID cards for eligible staff members ;
· Schedule appointments, meetings and provide logistic support for the organization of training events. Act as secretary to the Service Contract Committee/CRC and/or Local Training Committee and APC;
· Monitor performance appraisal system ensuring timely completion of performance appraisal reports by staff members and maintain a status report;
· Provide assistance to staff members in drafting job descriptions and ensure that all job descriptions are up-to-date;
· Draft service contracts ensuring that policies governing contracts are adhered to and that documentation submitted are complete and accurate;
· Reply to application letters and requests for internships. Requests the issuance of UNLPs for staff members and ensure their timely renewal;
· Update and maintain roster (database) for consultants;
· Perform other duties if required.
III. QUALIFICATIONS & COMPETENCIES
1.) Education: Completion of secondary education supplemented by technical or university courses in human resources and/or administration/management. Ability to operate office equipment and use standard office suite (software) is required.
2.) Experience : Four to five years of progressively responsible administrative and human resource working experience. Experience in an international organization is an asset.
3.) Language(s) : Fluency in French and good working knowledge of English is required. Knowledge of the local language is also required.

· Good level of computer literacy systems and applications, Microsoft package (Word, Excel, PowerPoint etc.);
· Good judgment, initiative, sense of responsibility, organizational skills.
