The work schedule for this position is Full Time (40 hours per week)

Duties

Incumbent is the ranking Locally Employed finance team member, and reports directly to the FMO. S/he supervises and rates three Financial Assistants and three Voucher Examiners. S/he advises the FMO on all financial aspects of post’s activities and makes recommendations accordingly. She/he is a Certifying Officer with authority up to $10,000. She/he has primary responsibility for the creation and execution of the initial and final ICASS budgets ($10M), workload counts, TDY and Partial Year Invoice submissions, and all customer inquiries. She/he is responsible for ensuring internal controls are sufficiently implemented and monitored to pass OIG inspection. She/he must proactively look for deficiencies and lead both internally diagnosed and externally mandated process change.

Qualifications and Evaluations

Requirements:
EXPERIENCE: Four years of progressively responsible accounting experience which include 2 years of supervisory responsibilities. Must have Accounts Payable/Receivable, general ledger, financial planning and budgeting experience. Work experience using MS office especially Excel is mandatory.

JOB KNOWLEDGE:  The incumbent must have an advanced understanding of financial accounting standards and management concepts related to financial policies, internal control systems, and financial accounting systems and other pertinent information related to the management of financial operations.

Education Requirements:
College or University degree in the field of accounting, finance, business management, financial computer applications is required.

LANGUAGE:

English: Fluent – Able to use the language fluently and accurately, making only minor errors of pronunciation and grammar.  Able to conduct all work in English.  Almost as proficient in English as in your native language.

French: Fluent – Able to use the language fluently and accurately, making only minor errors of pronunciation and grammar.  Able to conduct all work in French.  Almost as proficient in French as in your native language.

Bambara: Fluent – Able to use the language fluently and accurately, making only minor errors of pronunciation and grammar.  Able to conduct all work in Bambara.  Almost as proficient in Bambara as in your native language.

SKILLS AND ABILITIES:  Must be able to demonstrate a high level of expertise in budgeting, forecasting and financial analysis; strong leadership and communication skills; must have strong supervisory skills in hiring, mentoring and developing staff to ensure effective performance; and advanced IT skills in MS Word and Excel are required.
