October 21, 2019: Request for Information (RFI) for Supplemental Health Insurance Policy to Assurance Maladie Obligatoire (AMO)

The U.S. Embassy Bamako seeks information from interested insurance companies that could provide a Supplemental Health Insurance Policy.

The Embassy of the United States of America in Bamako seeks information from interested insurance companies that could provide a Supplemental Health Insurance Policy. Primary coverage would be by Assurance Maladie Obligatoire (AMO) under Mali’s Institut National de Prevoyance Sociale (INPS) system.  Coverage levels should reflect existing, commercially available insurance plans that the vendor offers in the Malian market.

Respondents are requested to list the annual premium and the maximum annual benefit for employees and their eligible dependents.  Respondents should also list medical treatments/benefits covered and any restriction by category (e.g., inpatient/outpatient care, vision, dental).

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.

This RFI is solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Request for Quotation (RFQ) in the future.  This request for information does not commit the Government of the United States of America to contract for any supply or service whatsoever.  Further, U.S. Embassy Bamako is not at this time seeking proposals, and will not accept unsolicited proposals.  Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.  Not responding to this RFI does not preclude participation in any future RFP, if any is issued.  If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website .  It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.

Interested parties are requested to respond to this RFI by email to BamakoGSOProcurment@state.gov on or before Monday, October 28, 2019 at 17h00 Bamako, Mali time.

Requested Information

The requested information should confirm government cost estimates and available service providers.

  • The estimated number of covered employees for estimate purposes is 350 employees.
  • The estimated number of covered spouses and children is 1,500.

In addition to the estimates and services, your response to this RFI should include the following information about your company:

  • Company Official Name;
  • Copy of the license to operate in Mali;
  • Mailing address;
  • Telephone number, fax number;
  • Names of designated points of contact, with their email addresses and phone numbers.

U.S. Government representatives may or may not choose to meet with service provider who send in a response to the RFI.  Any meetings arranged based on submissions to this RFI will be attended for information gathering purposes only, and to get further clarification of potential capability.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Supplemental Health Insurance Policy Coverage with the Primary coverage being done by AMO (Assurance Maladie Obligatoire) under the INPS system.  The information provided in the RFI is subject to change and is not binding on the U.S. Government.  U.S. Embassy Bamako has not made a commitment to procure services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.  All submissions become U.S. Government property and will not be returned.
