THE WORLD BANK GROUP IS HIRING A COMPANY TO PROVIDE ADVISORY SERVICES TO THE GOVERNMENT OF MALI TO IMPLEMENT PUBLIC PRIVATE PARTNERSHIP UNIT IN MALI
The World Bank Group Trade & Competiveness (T&C) program funded by USAID wishes to engage the services of a qualified Consultant to provide expert advisory services to the GOM to implement a Public Private Partnership (PPP) unit in Mali.
The main objective of the assignment is to provide the Ministry with the advisory services necessary to establish an effective PPP Unit and create the condition of its operationalization by undertaking the following activities:
Design the operating model of the PPP Unit– its organization and management structure, staffing requirements, skill requirements, job descriptions, training requirements, key processes, and information systems requirements;
Develop an indicative budget for the PPP Unit, and recommendations on how this budget is to be funded to ensure the sustainability of the PPP unit in the medium/ long term;
Assist the Ministry in the identification and interview process of candidates until the recruitment of the PPP Unit’s staffs
The Consultant’s profile should include international and local transactional and legal experience with:
At least 7 years of experience in leading successful PPP transactions, especially in Africa
recent projects experience in the development of PPP legal frameworks including in Africa,
recent projects experience in the successful establishment of new PPP Units, including the provision of advisory services related to the organizational structure and procedures of such Units; and
The consultant should be completely fluent in French.
The international firms interested by this expression of interest are strongly encouraged to work with the local firms, which are familiar with the local environment in Mali.
